Public statement on the processing of personal data in the Enforcement Register. The information required by the General Data Protection Regulation of the EU (EU GDPR) on the processing of personal data under the responsibility of enforcement is provided in this summary.
Processing of personal data in the Enforcement Register
Controller
Personal data are stored in the enforcement’s Uljas register and the other parts of the register that support it. The National Enforcement Authority Finland acts as the controller.

Purpose and legal basis of the processing of personal data
We apply the EU GDPR and the national legislation that supplements it to the processing of personal data. We process personal data in order to carry out the statutory duties of enforcement authorities.
Information on the following types of people can be stored in the Enforcement Register:
- Debtor
- Applicant and representative
- Recipient of a withholding notice
- Recipient of credit information
- Other enforcement customer, participant or interested party
We obtain personal data
From registers maintained by the authorities and other parties carrying out public duties, as well as financial institutions, insurance companies, unemployment funds and pension institutions. If necessary, we also obtain information from the data subjects themselves, interested parties in enforcement issues well as third parties.
We disclose personal data
To parties carrying out activities related to credit information, the Tax Administration, interested parties in enforcement, Statistics Finland, financial institutions, insurance companies, unemployment funds and pension institutions. Other authorities and parties carrying out public duties also receive information necessary for their duties. When statutory duties are carried out, data are also disclosed, if necessary, to the recipients of inquiries from third parties as well as notifications of security measures and injunctions related to distraints.
In addition to these, everyone has the right to receive from the local enforcement authority an Enforcement Register certificate on the person they have named.
Profiling and automated decisions
We do not carry out profiling or automated decisions.
Transfer of data
We do not transfer or disclose the data in the register outside the European Union or the European Economic Area.
Personal data storage periods and their removal
- Case management data 30 years after of the commencement of the proceedings.
- Cooperation data when they are no longer needed; however, when case is no longer pending or the passive registration period is over at the latest.
- Special information 10 years after the time when the entry was made or earlier, if it is clear that the information will not be needed.
Special information may be stored for longer than 10 years, if there is a justified reason to do so; however, no more than 20 years from the time when the entry was made.
The information will be destroyed in a data secure manner after the end of its storage period, or it will be transferred to the National Archives of Finland for archiving if the National Archives of Finland has ordered the dataset to be archived in its screening decision.
Rights of the data subject
Data subjects have the right to receive confirmation on whether their personal data is processed during enforcement or not. If data are processed, data subjects have the right to access their own data.
Provided that the conditions are met, data subjects have the right to rectify and complete their own personal data upon request and the right to restrict their processing.
