Accessibility statement for the website of the enforcement.fi
The Act on the Provision of Digital Services applies to the website of the National Enforcement Authority Finland. Under the Act, public online services must be accessible, which means that everyone must have equal access to them.
This accessibility statement concerns the website enforcement.fi (ulosottolaitos.fi). This statement describes the website accessibility status and the identified accessibility issues on the website and provides information on how you can give us feedback on the accessibility of the service.
There is a permanent hyperlink from Enforcement.fi (Ulosottolaitos.fi) to electronic enforment service, which is published on a separete webservice. E-services has its own accessibility statement .
Accessibility status
The accessibility of this digital service was assessed by an external expert in December 2024. According to the assessment, the website conforms to WCAG 2.1 Level A and AA success criteria as required by the Act. The site’s construction is still ongoing, and the accessibility issues identified here will be addressed in the next days.
We take accessibility into account when producing content and developing the website. In addition, accessibility is assessed through regular audits.

Content not covered by the applicable legislation
The website has content that is not subject to the requirements of the legislation. Such content is
- files published before 23 September 2018
- attachments produced by third parties and published in connection with classified advertisements of the enforcement authorities, which are not produced, financed or supervised by the service provider itself and which cannot be made accessible for the purposes of classified advertisements
Accessibility issues in PDF and ZIP documents
The website contains PDF documents published after 23 September 2018 that do not meet the accessibility requirements.
- PDF documents may include images and diagrams that are missing text alternatives. (WCAG 1.1.1)
- PDF documents may have layout issues that hamper screen reader use, such as unnecessary line breaks and headings with no heading levels. (WCAG 1.3.1)
- Table structures in some PDF documents have issues that hamper screen reader use; for example, table structures are used for text layout, there are no programmatically determined column headings, and similar data have been divided into several tables. (WCAG 1.3.1)
- There are no links to the footnotes in the text of some PDF documents, and interpreting them is difficult when using a screen reader. (WCAG 1.3.1)
- There are some colour and contrast issues in some PDF documents. (WCAG 1.4.1, 1.4.3, 1.4.11)
- There are shortcomings in the use of heading levels. Labels are not always programmatically determined. (WCAG 2.4.6, 4.1.1, 4.1.2)
- There may be shortcomings in the metadata of some PDF documents.
- Sales brochures (PDF) published in connection with classified advertisements of the enforcement authorities have been produced automatically in a separate system and they are not fully accessible. There are shortcomings in headings, text alternatives and metadata, for example.
- Publications may include attachments that are not produced National Enforcement Authority Finland and which cannot be edited for publication.
- The website has zip files that includes xml files (schemas) for online petitioning who are using the enforcement database.
