Fees on requests for information

Changes to fees charged for requests for information and other services as of 1 March 2025.

  • ‍Responses to requests for information based on the Act on the Openness of Government Activities are free of charge in most cases.
  • A fee will be charged for responding to a request for information if retrieving and preparing the information for the response takes more than an hour and/or if documents are printed or copied on paper for delivery by post.
  • The hourly rate charged in such cases is EUR 67.15 for every hour after the first. The fee charged for paper printouts and copies is EUR 1.10 for the first page and EUR 0.70 for every subsequent page.
  • As a rule, information and views provided under the EU General Data Protection Regulation are free of charge. However, a reasonable fee may be charged for them on a case-by-case basis as outlined in the decision referred to below.
  • The fee for other commercially priced services (e.g. training, consultancy and expert services) is EUR 147 per hour (+ VAT), and the fee for the production and compilation of datasets is EUR 77 per hour (+ VAT).
  • The pricing of responses to request for information and commercially priced services is based on the decision on the services of National Enforcement Authority Finland subject to a fee (UOL/512/2025) and a Decree of the Ministry of Justice (646/2024). Ministry of Justice Decree 646/2024, acts and decrees on enforcement charges are applied in situations not covered above.
  • The person requesting information will be informed of any fee charged for responding to a request for information or performing another service and provided with a cost estimate before provision of the response or other service.
