National Enforcement Authority Finland has instituted an enforcement matter for precautionary measures in which the respondent is the Russian Federation. The enforcement applicants are Ukrainian companies.

On 13 August 2024, the applicants for the precautionary measure requested the enforcement officer to enforce a decision issued by the District Court of Helsinki on the same day.

After taking investigative measures, the enforcement officer performed several seizures and interim measures in the matter on 24 October 2024. Extensive investigations are ongoing in the matter.

A precautionary measure imposed to ensure payment of the receivable is implemented by seizing the required amount of the respondent’s assets. After the seizure, the respondent may not destroy or alienate, pledge or otherwise dispose of the seized property without the permission of the enforcement officer. A measure in violation of the prohibition is invalid. In addition, an enforcement officer may, as a precautionary measure, issue a prohibition against alienating property or a corresponding prohibition if this is necessary to ensure the continuity of the enforcement. An interim measure has the same effect as a seizure. An interim measure must be reversed immediately when it is no longer necessary, and no later than three weeks after having been taken.
